Hayek had his secretary mail a chapter from his forthcoming book, the third volume of “Law, Legislation and Liberty,” which included a discussion of emergency rule. After commending the dictatorship for not “being obsessed with popular commitments or political expectations of any kind,” Hayek reported to the media that “the direction of the Chilean economy is very good,” and “an example for the world.” The regime, Cáceres later told Hayek, welcomed his words.
