Former prime ministers have been entitled to payments from the Public Duty Costs Allowance (PDCA) since it was introduced in 1991 to help Margaret Thatcher adapt to life after running the country for 11 years. The PDCA is designed to recognise past leaders’ “special position in public life” and meant to provide financial support for things such as the costs of running an office. Such arrangements are not unusual: America, France and Germany all fork out for former heads in similar ways. But their leaders don’t change like the weather. A victory for the Labour Party in the general election on July 4th would mean a fifth British prime minister in six years.
