For Labour, which in its first month in office in 1997 created the exemplary Department for International Development, Starmer’s plan to slash the aid budget from 0.5 per cent of national income to 0.3 per cent, supposedly to fund defence spending, was appalling signalling. Charity is out, guns are in and the idea that security and development are complementary is trashed.
