Across Russia, occupied Ukraine and far beyond, the Kremlin has been erecting a new generation of monuments that are less about remembrance than about control. Moscow has refined what analysts now describe as “cultural heritage exploitation”: the systematic attachment of propaganda narratives to physical cultural objects to legitimise territorial claims, justify violence and shape international opinion.
